While that is a lot of GM time, keep in mind these GMs are paid very,
very little for said time. Under the Simutronics model, the GMs are
semi-volunteers, selected from the general player population and put
through a training process. I've been told that they pay on a monthly
basis, and that it comes to about $150 a month (figure unconfirmed and
two years old).
The players they recruit tend to be the fanatics of the game, and as
such become fanatical GMs. They put in a great deal of time working
on the game, making this method very cost-efficient.
The downside is an inability to enforce deadlines for larger projects,
and the games suffered for it. The upside is that there's a LOT of
GMs running around.. perfectly capible of taking the time out to alter
a few items and run a wedding.
