One interesting approach has been taken by Earth & Beyond. Crowded
areas are duplicated or triplicated, but are not instanced
per-player. Since people tend to pick a random instance to enter
each time, this helps load-balance crowded areas without making them
seem deserted. The only trick is that you have to coordinate which
instance you're going to use if you're in a group.
