I've considered modelling a MUD mechanics on FUDGE. It's free and
available online, created by Stephen O'Sullivan who has written a
number of materials for RPG's, including some GURPS books.
Unfortunately, the main feature of FUDGE is that it has minimal rules
and a single basic mechanic. The GM is expected to add any rules he
wants. This may not make it very useful to most creators.
