It's published by BTRC -- http://www.btrc.net.  Up at the top right
of that page, there's a "Buy Stuff!" with links to three online
retailers that carry their lines.  Note, though, that my info that it
allows skills to be in more than one place on the tree comes from
Usenet, so it could be wrong.  I have the first edition (which was a
conspiracy RPG), but not the second (in which it was made into a
generic RPG, and the rules for creating your own skill tree were
added).
