The theory "fails" when there is an intrinsic benefit of having more
children, then there is having less/no children. eg. social welfare
programs that hand out more money, the more children a person
has... or the additional hands to work on a farm... also if there is
societal "pressure" to ensure your lineage.

(also the Catholic Church (as an example) over the years has also
skewed the figures saying <boink>ing without intent of kids is a
sin...)
