You don't realize how close to the truth you come with that statement
regarding EQ, however it is slightly better than that... I resigned / quit
from EQ's volunteer program a bit over a month ago. In my experience,
there was one GM (who worked wed - sun, afternoon to midnight) for the
server I was on, and this was the "one person truly empowered to handle
situations". The rest was volunteer staff, with very limited powers. So
it's more like one empowered staff member per 1,500 people online, during
specific hours only.
