I believe this is because there is a lack of diversity among
multiplayer FPS games, and the high system and bandwidth
requirements of many such games. CounterStrike only requires a
300MHz Pentium-level processor with 32M RAM, and is relatively
playable on a 56k modem thanks to Half-Life's much improved netcode.
I wouldn't dare play, e.g., Battlefield 1942 on a 56k line, even if
I had a machine that could run it.
