In particular, the ROM character set is not the default for Windows
applications. Few telnet clients under Windows will handle extended
ASCII by default. It's also likely to be a problem for non US users,
since the upper 128 characters are used for alphabetic characters in the
ISO character sets (which is why extended ASCII isn't the default in
Windows).
