  People who, as you said, take off after other guests just for the
purposes of wrecking someone else's day, usually wrapping themselves in
the excuse that it's "just a game."

  Depends on the situation, but they usually lose the privelige of
playing altogether.

  On the whole, because options for lasting social control are not
available to the player pool. Administrative interest (mostly, lack of
same) in what happens to the player base also plays a part. Usually
these sorts of people will band together in wolf-packs for the purposes
of hunting, making defense more difficult.
