Isn't that too arbitrary ? You're very close to catching the spirit
of the new economy; all that remains is setting up a market mechanism
where Godhoods can be traded and the price of each will fluctuate
according to Offer - how many of 'em you're interested in putting up,
basically, although that should also be a function of how much your
players need Gods, maybe a 'Pantheon index' should be derived from
the number of players praying for help in a given week, or something;
and Demand - how many people are willing to pay for the title, and
how much, basically... Although the price might fluctuate due to
'natural' market dynamics, or not-so-natural as players conspire to
drive prices down (to get easy grab at Godhood) or up (trying for a
quick profit on Godhoods acquired at low price).
Long-term evolution of Godhood prices provides an incentive for a
competent God to stay on, and a natural turn-over when such a God
realizes his profit after a long stint. Consider anti-Godhoods as
another possible market, doubling as a cure for incompetent Gods -
ridding you of the obligation for personal interviews as well.
The market in its wisdom will guide your game to an optimum; um, at
least, until the next God Market Crash, a.k.a. Black Sunday.
