A good little chunk of Boston and Commonwealth Avenue is policed by
Boston University Campus Police.  These sorts of arrangements are
subsidiaries of, not separate from, the state/city policing authority.

All police selectively enforce laws.  In most states, most traffic
laws allow a cop to arrest you and take you to the pokey if your
registration or inspection has expired.  Do most people get taken in
for these kinds of violations?  No.  But occassionally, some do.
Police have discretion.  It's a necessity.  So do the district
attorney's offices who chose whether to prosecute.  At it's worst,
discretion can be unfair and pretty loathesome.  But at it's best, it
is great 'community' policing and focuses are the real troubles, being
freed from arresting everyone from jaywalking.
